Annex E · Glossary and FR/EN terminology bridge

Owner: Pallavi Dani · Editors: Steven Uggowitzer Effort: ~1.5 person-days · Due: v0.5 EOD Fri 2026-09-04 · v0.8 Fri 2026-09-11

What WHO expects here

A glossary that is more than definitions — it is also the bilingual bridge between EN and FR renderings of digital-health terminology. WHO/AFRO’s francophone constituencies (roughly half the region) rely on consistent French terminology. Ad-hoc translation across a ten-week engagement produces terminology drift that reviewers spot immediately.

Ultimate contents

Glossary body

Terms of art used in the Inception, with plain-language definitions. Every term marked with:

  • Its canonical EN form
  • Its canonical FR form
  • Its Tier-1/2 source authority for the FR rendering (WHO, ANS France, HAS, IATE, Termium Plus, AXELOS/ITIL, etc.)
  • Optional challenges: note where Quebec / Metro / West-African-French tendencies diverge
  • Jargon flag where the term is domain-specific enough to trip a lay reader

Terminology-coverage report

Auto-generated coverage report from afro-terminology (pnpm run coverage <deliverable>). Lists every English term of art that appears in D1, whether the term has a canonical FR rendering, and any open challenges: flags. Pinned to the release tag of afro-terminology in effect at Inception submission.

FR-EN divergence notes

Named divergences where the FR rendering differs meaningfully by dialect. Consistent with the afro-terminology corpus posture (Quebec / Metro / West-African tendencies).

Provenance

Every FR rendering traceable back to a public source. Every unattested rendering flagged with NEEDS_ATTESTATION so it does not silently ship.

Extension mechanism

New terms encountered during the engagement land in afro-terminology first (via merge request), not in the deliverable ad hoc. That way the Draft Report and Final Report inherit the improvement automatically.

Evidence to draw on

  • workspace/repos/afro-terminology/ (the corpus + coverage tooling)
  • afro-terminology Gitea releases
  • .claude/memory/feedback_terminology_attested_en.md (attestation policy)
  • .claude/memory/feedback_docs_always_french.md (bilingual doc policy)

Complementary effort triggered

Pallavi as author + editor because tone consistency across the glossary is the whole point. Coverage report generated at Inception submission time and pinned to that release.
