7 · Stakeholder engagement plan

Owner: Charles Kwanin · Editors: Pallavi Dani, Steven Uggowitzer Effort: ~1.5 person-days · Due: v0.5 EOD Fri 2026-09-04 · v0.8 Fri 2026-09-11

What WHO expects here

Named individuals, named roles, named engagement mode. Not a category-level plan. WHO reviewers cross-check this chapter against their internal stakeholder maps and flag omissions immediately. Missing a cluster lead here is a well-known way to earn a first-review rejection.

Ultimate contents

Master register (summary view)

Chapter 7 carries a summary view; the extended contact-level register lives in Annex A so that a reader who does not need names + emails can read Chapter 7 without them, and a reader who does need them can find them in one place.

Categorised list

  • WHO/AFRO reporting spine (Dr Droti, Dr Kipruto, cluster leads, DPM).
  • WHO/AFRO cluster leads: GMC, HSS, DPC, PEP, EPR.
  • WHO HQ counterparts: Dr Muneene (Digital Health & Innovation), Modernization Task Force lead.
  • Country-office focal points (per the Chapter 6 sampling frame).
  • Prior incumbents (engaged carefully, via Droti where possible): HISP SA leadership, Fjelltopp leadership.
  • Donor / political lineage (awareness only in Phase 1): Dr Samira Asma at the Buffett Foundation.

Engagement mode per stakeholder

Column in the register: KII / walkthrough / workshop / information-only / observer. Frequency: one-off / weekly / monthly / on-request.

Communication cadence

Weekly progress update (Friday, C14 in the master plan). Fortnightly steering committee once formed (C15/C16). Ad hoc follow-up doc requests (C17). Cadence differences per stakeholder type.

Escalation path

Named escalation ladder for both technical issues (Simon -> Steven -> Stephanie -> Droti) and political / scope issues (Pallavi -> Stephanie -> Droti -> DPM). Explicit so no one wonders who to call.

Boucher-informal-review posture

One paragraph on the informal read-out to Boucher before formal submission of the stakeholder plan. Boucher has ground-truth on cluster politics that we do not; the informal read-out is a de-risking pass.

Evidence to draw on

  • workspace/plan/00_MASTER_PLAN.md Part F (correspondences C1–C38)
  • workspace/plan/phase1/boucher-briefing-distillation.md
  • Consultant profiles in workspace/plan/phase1/consultant-profile-*.md for the IQVIA-internal team roles
  • Ndayiziga’s country-office contact list (via WHO AFRO IT)

Complementary effort triggered

Consolidation of Part F drafts + engagement-mode decisions per stakeholder + escalation ladder. Boucher-informal-reviewed before submission. Contact-level register (Annex A) as data-managed asset.
