What WHO expects here
An operational contact-level register the review team can actually work from. Detailed enough to run KIIs and correspondence campaigns; sanitised enough to sit inside a document that ships to WHO. Not the internal T29 document register (that stays IQVIA-internal); this is the client-visible extended register.
Ultimate contents
Structure per entry
Named individual → role → cluster / affiliation → engagement mode (from Chapter 7) → engagement history (dates of first / most recent contact, prior interactions if any) → escalation-ladder position → data-management notes.
Groupings
- WHO/AFRO reporting spine (Dr Droti, Dr Kipruto, DPM, cluster leads).
- WHO/AFRO cluster technical focal points (deputies + technical staff by cluster).
- WHO HQ counterparts (Digital Health & Innovation, Modernization Task Force).
- Country-office focal points (per Chapter 6 sampling frame).
- Prior incumbents (HISP SA, Fjelltopp) — sensitive; contact via Dr Droti where possible.
- Donor / political lineage — awareness-only entries.
Data-management discipline
No raw phone numbers or personal emails in the public version. WHO institutional email addresses only. Country-office focal-point personal emails routed via WHO AFRO IT / HIK (Ndayiziga’s list) so a public deliverable never carries private contact detail.
Escalation ladder
Named escalation path per stakeholder cluster (technical vs political vs commercial). Consistent with the Chapter 7 summary and with the internal RACI in the Phase 1 master plan Part J.
Evidence to draw on
workspace/plan/00_MASTER_PLAN.mdPart F- Boucher briefing (contact-spine)
- WHO AFRO organogram (once received via C09 documentation request)
- Country-office contact list (via Ndayiziga)
Complementary effort triggered
Contact-level detail without leaking private contact information. Data-management review before submission.
