Annex C · Preliminary inventory dataset

Owner: Simon Adebola · Editors: Steven Uggowitzer Effort: ~1.0 person-day · Due: v0.5 EOD Fri 2026-09-04 · v0.8 Fri 2026-09-11

What WHO expects here

A dataset, not a narrative. The Chapter 5 preliminary inventory as a structured export from the Payload CMS (afro-inventory-cms), annexed so that Phase 2 deep-dives and any external re-analysis can build on it without re-extraction. WHO reviewers of a structured annex will scan the schema first, then spot-check three or four records.

Ultimate contents

Structured export

CSV / JSON export of every record in the Platforms collection at the time of Inception submission. One row / object per platform.

Schema documentation

Field-by-field schema:

  • Every field name, type, allowed values.
  • Field-level provenance (which discovery stream produced the field’s data).
  • Field-level confidence grading (high / medium / low per record, per Chapter 5).

Spot-check records

Three or four representative platforms rendered as inline datasheets (using the T21 System Brief format from afro-templates/typst/skeletons/) so a reviewer can read a full record without opening the export.

Reusable-asset framing

Phase 2 deep-dives extend this dataset in-place. The Draft Report platform datasheets (T21 System Brief, one per platform) are generated from this dataset. No parallel spreadsheet-of-truth is maintained outside the CMS.

Retention + access

Dataset retained by IQVIA per RFP §Annex B. Access by WHO/AFRO via Gitea (afro-inventory-cms repo) and via the Payload admin surface.

Evidence to draw on

  • afro-inventory-cms Payload schema
  • Chapter 5 preliminary inventory narrative
  • Discovery Stream 1 / 2 / 3 raw output

Complementary effort triggered

Structured export with schema documentation. Reusable in Phase 2 without re-extraction. The whole point of the annex is that it stops being an annex and starts being the data layer.
