Inception Report (D1)
Inception Report — WHO/AFRO HIS Review
Deliverable: D1 (of four contractual deliverables). Submission window: end of Week 3 of the ten-week engagement. Format: WHO-styled, IQVIA co-branded, page-numbered TOC, list of figures + tables, EN primary with bilingual title page and bilingual executive summary.
The Inception Report is the paycheck-gate deliverable. It releases the mobilisation-tranche invoice and unlocks the remaining seven weeks of the contract. Everything in Phase 1 exists to de-risk its acceptance on first read.
This section of the docs site is the skeleton: every chapter and annex has its own page with (a) what WHO’s evaluation office expects in that chapter, (b) the sub-headings and content stubs that will ultimately be written, (c) the evidence to draw on, (d) named authors and editors, and (e) hypothetical due dates. Chapters flip from v0 (this skeleton) to v0.5 (substantive draft), v0.8 (line-edited), v0.95 (proof-ready), and finally v1.0 (WHO-shipped).
Structure
13 numbered chapters + 5 lettered annexes. All 18 units are load-bearing — WHO reviewers who have written policy in this space read annexes first, so annex assignments are not clean-up work.

Hypothetical delivery calendar
These dates assume a Week 0 finalising in late August with a kick-off of Monday 2026-09-01. If contract signature slips, every date shifts by the same delta and the risk register moves this from green to amber.
| Milestone | Hypothetical date | What happens |
|---|---|---|
| Kick-off (start of Week 1) | Mon 2026-09-01 | Chapter authors receive their assignments and evidence packs |
| End of Week 1 — v0.5 due | Fri 2026-09-04 | Every chapter delivered to Pallavi at substantive-draft quality |
| Start of Week 2 — Pallavi feedback | Mon 2026-09-08 | Structural / evidence / logic feedback returned to authors |
| End of Week 2 — v0.8 due | Fri 2026-09-11 | Line-editable quality; prose flow, register, terminology consistency |
| Mid-Week 3 — v0.95 due | Wed 2026-09-17 | Proof-ready; TOC + cross-refs + figure/table numbering all in |
| Stephanie release-approval read | Thu 2026-09-18 | Final review by IQVIA Principal before it goes to WHO |
| Submit to WHO (Dr Droti) | Fri 2026-09-19 | v1.0 with cover letter (C19) and acceptance request (C20) |
| WHO acceptance window closes | Fri 2026-09-26 | 5-day WHO review window per convention |
Reading order
Read the chapters end-to-end for the WHO reviewer’s perspective. Read the annexes first for the WHO evaluation-office reviewer’s perspective. Chapters 4 (Methodology) and 9 (Scorecard rubric) are the two most scrutinised — WHO’s evaluation office reads Chapter 4 twice.
Traceability
Every chapter here traces back to the internal Phase 1 plan in afro-workspace under workspace/repos/afro-docs/typst/phase1-master-technical-approach.typ, Appendix 3. The Phase 1 plan is IQVIA-internal (confidential) and captures the why + the political framing; this docs-site skeleton is the what-goes-in-front-of-WHO view of the same content.
