8 · KII protocol

Owner: Charles Kwanin + Simon Adebola · Editors: Pallavi Dani (structural), Steven Uggowitzer (French native check), Charles (West-African-French sensitivity) Effort: ~2.5 person-days · Due: v0.5 EOD Fri 2026-09-04 · v0.8 Fri 2026-09-11

What WHO expects here

A protocol that any of the team could apply to any of the interviewees and produce comparable evidence. Both language versions at the same quality bar. Ethics language that meets the standard WHO consent conventions. Recording + coding workflow legible enough that a reviewer trusts the resulting Chapter 5 inventory + Chapter 9 scorecard.

Ultimate contents

The four respondent-role guides

Cross-referenced to afro-templates/interview-guides/:

  • T1 — Cluster lead (GMC / HSS / DPC / PEP / EPR). ~60 min. Sections: introductions + consent, role & platforms touched, pain points & workarounds, hidden systems, integration wishlist, governance / ownership frustrations, rationalisation openness, close.
  • T2 — Platform owner. ~90 min including walkthrough. Focus: eight-dimension schema + what breaks day-to-day + platform cost.
  • T3 — Country focal point. ~45 min. Focus: reporting burden, country-level HIS instance connectivity to AFRO platforms.
  • T4 — Vendor / partner (HISP SA, Fjelltopp, prior incumbents). ~60 min, delicate register. Focus: architectural history, why prior attempts stalled, handover shape, IP / data ownership.

Full consent block (T6 in the master plan). Both EN and FR. Covers: purpose, voluntariness, recording (if any) + retention, anonymisation posture, contact for withdrawal.

Recording + transcription + coding workflow

Recording tool + storage + retention. Transcription pipeline (transcriptapi.com if applicable, human review pass). Coding schema: thematic + inductive; two-analyst consensus per interview; Simon leads coding.

French version quality bar

Steven (native speaker) reviews the FR version for grammar + register. Charles reviews for West-African-French sensitivity (Quebec-vs-Metro-vs-West-African idiom differences captured in afro-terminology). No FR guide ships until both passes are complete.

Interviewer discipline

Pre-interview brief: read the participant’s background, share the guide in advance (per Technical Approach risk mitigation), open with one warm question. Post-interview: 15-minute debrief between the two interviewers before memory decays; coding within 48 hours.

Evidence to draw on

  • afro-templates/interview-guides/ (T1–T4 draft guides)
  • afro-terminology for canonical FR renderings
  • WHO evaluation-office KII protocol conventions
  • workspace/plan/00_MASTER_PLAN.md Part E.2 T2 spec

Complementary effort triggered

Both language versions at the same quality bar. FR version reviewed by Steven (native check) and Charles (regional sensitivity). Interviewer debrief discipline codified.
