13 · Conflict-of-interest paragraph

Owner: Stephanie Berrada · Editors: Steven Uggowitzer Effort: ~0.3 person-day · Due: v0.5 EOD Fri 2026-09-04 · v0.8 Fri 2026-09-11

What WHO expects here

Short. Exact. Non-hedging. No lawyer-language, no boilerplate, no attempt to future-proof. A team-level statement of any prior relationship any consultant has with a WHO/AFRO stakeholder or platform, plus an explicit statement of what has been done about it.

Ultimate contents

Team roster + CoI status

Named consultants + one-line CoI status per person.

  • Steven Uggowitzer (Team Lead). No current or prior paid engagement with any WHO/AFRO cluster within the last 24 months. Historical WHO 100 Core Indicators contribution acknowledged; not conflict-generating.
  • Simon Adebola (Senior Expert). Led an AI-enabled AFRO Azure data services engagement for WHO/AFRO in June–December 2023. Disclosed to IQVIA and to WHO ahead of contract signature. CoI clearance is in place. Standard IQVIA discipline of recuse-and-declare on a specific-platform basis applies: if any Weeks 4–6 walkthrough or KII surfaces a direct December-2023 touch-point, Simon recuses on that specific platform’s assessment and it is noted in the walkthrough log.
  • Charles Kwanin (Junior Expert). No current or prior paid engagement with any WHO/AFRO cluster.
  • Pallavi Dani (Project Manager). No current or prior paid engagement with any WHO/AFRO cluster.
  • Stephanie Berrada (IQVIA Principal, lead focal). No current or prior paid engagement with any WHO/AFRO cluster in a scope-adjacent role.
  • Tiwonge Badze (IQVIA Engagement Manager). No current or prior paid engagement with any WHO/AFRO cluster. Role on RFP/AFRO/013/2026 is being finalised at the Week 0 IQVIA kick-off; her disclosure is complete as a matter of record regardless of the specific engagement mode.

Non-team engagement

IQVIA-as-firm has commercial relationships with several health-sector clients globally. None of those relationships intersect the review scope. IQVIA-as-firm has no live paid engagement with any WHO/AFRO stakeholder during Phase 1–3 of this review, other than this contract itself.

Handling protocol

If any consultant becomes aware of a new CoI during the engagement (e.g., an unexpected KII participant turns out to have a prior professional relationship), disclosure is made to Stephanie within 24 hours and to Dr Droti within a week. Change reflected in the change-control log.

Evidence to draw on

  • IQVIA pre-contract CoI declarations (on file)
  • .claude/memory/project_simon_coi_pre_cleared.md
  • IQVIA firm-level CoI policy

Complementary effort triggered

Short but exact. No hedging language. Stephanie authors the paragraph; Steven reviews.
